Data residency

The PDPL prohibits transferring personal data to a recipient outside Jordan where the level of protection is lower than the law requires, with narrow exceptions. Government workloads are subject to MoDEE government-cloud guidance that favours a Jordan-hosted government cloud alongside permitted public-cloud use. Note that a standalone independent data protection authority has not yet been stood up — oversight currently sits with the ministerial Council.

The dinar's long-standing peg to the US dollar removes most FX exposure from USD-priced cloud contracts, which materially simplifies multi-year commitments compared with neighbouring markets. Government and government-owned buyers procure against MoDEE government-cloud guidance, which favours a Jordan-hosted government cloud alongside permitted public-cloud consumption, while PDPL No. 24 of 2023 constrains transfers to recipients with weaker protection — enforcement is still maturing because the dedicated authority has not been established. English is routinely used in technical and contractual documentation alongside Arabic, and with no in-country hyperscaler region buyers default to Gulf regions for production; those Gulf regions are commercially preferred rather than geographically nearest, since closer regions in Israel (AWS il-central-1, Azure Israel Central) are excluded for commercial and procurement reasons.
