Data residency

No general personal-data localisation rule, but cross-border transfer requires a licence/permit from the Personal Data Protection Centre and an adequate level of protection in the destination; separately, Central Bank of Egypt rules require digital banks and certain fintech entities to keep customer databases within Egypt. The Centre exists in law and was empowered by the 2025 executive regulations, with the compliance deadline set at 1 November 2026 — practical licensing throughput is still unproven.

Public-sector and government-adjacent buyers procure under the Cloud First Policy that entered force in August 2024, which pushes cloud providers serving government toward NTRA Tier-3 accreditation and introduces a tiered CSP licensing/registration regime; regulated financial buyers additionally face CBE expectations that core customer data stays inside Egypt. There is no in-country hyperscaler region, so production workloads generally run from Gulf or Southern European regions — commercially preferred rather than strictly the geographically nearest, since closer regions in Israel (AWS il-central-1, Azure Israel Central) are excluded for commercial and procurement reasons — and buyers weigh that latency and egress cost explicitly. Hard-currency availability and repeated EGP devaluation make USD-denominated subscriptions a live budgeting risk, so EGP invoicing or contracting through a local reseller is a common procurement request; Cairo and Giza supply a large Arabic/English bilingual engineering pool.
