Data residency

The PDPL permits transfer of personal data outside the Kingdom under the 2024 Transfer Regulations subject to conditions and a documented risk assessment, but classification-driven sector rules bite harder in practice: NDMO/NCA data-classification requirements and the SAMA framework keep sensitive and classified data inside the Kingdom for government and financial-sector workloads.

Saudi cloud procurement is gated by licensing and classification before it is gated by price: CST licenses cloud service providers under its Cloud Computing Regulatory Framework, NCA's Essential and Cloud Cybersecurity Controls appear as contractual line items, and NDMO data classification determines whether a workload can leave the Kingdom at all — SAMA-supervised buyers layer its own cloud framework on top. In-country hyperscaler capacity is genuinely thinner than the UAE and this shapes architecture: Google's Dammam region (me-central2) is reachable by KSA-based customers only through its exclusive local reseller CNTXT and requires invoiced billing for others, Oracle has Riyadh and Jeddah, and as of mid-2026 neither AWS's announced Saudi region nor Azure's Saudi Arabia East region was generally available (Microsoft has confirmed Q4 2026 for the latter). Arabic dominates government and quasi-government tendering, the Regional Headquarters programme conditions eligibility for many government contracts on holding a licensed regional HQ in Saudi Arabia (in practice almost always Riyadh), and Saudization quotas under Nitaqat constrain how delivery teams can be staffed locally.
