Federal privacy law is stable but stalled — Bill C-27, which would have replaced PIPEDA with the Consumer Privacy Protection Act, died on the Order Paper when Parliament was prorogued in January 2025, so buyers are still diligencing against a statute written in 2000 while Quebec's Law 25 sets the effective ceiling: a privacy impact assessment is required before personal information leaves the province, which makes 'where does this run' a live contractual question rather than a formality. Quebec work also carries French-language obligations under the Charter of the French Language, affecting contract language and end-user-facing documentation. Financial-services buyers apply OSFI Guidelines B-10 and B-13, which push detailed third-party technology-risk questionnaires, exit and portability planning, and concentration-risk questions onto cloud vendors; federal public-sector buyers layer on Protected B requirements and Canadian Centre for Cyber Security assessment expectations. All four major hyperscalers operate paired in-country regions across Ontario, Quebec and Alberta, so residency is achievable without latency penalties, and the main talent dynamic is Toronto-Waterloo, Montreal and Vancouver engineers being priced against remote US employers.
