The dinar is not freely convertible and payments to foreign suppliers pass through Banque Centrale de Tunisie exchange controls, so buyers frequently prefer contracting through a locally established partner or under the non-resident/offshore regime rather than paying a foreign entity directly. Commercial and procurement documentation is predominantly French, with Arabic for public-sector filings and English common inside engineering teams — a multilingual delivery capability is a practical requirement, not a preference. INPDP is a genuinely operational authority requiring prior declaration for processing and explicit authorisation for cross-border transfers; with no in-country hyperscaler region, workloads typically land in Paris or Milan, which gives usable European latency and supports the country's established nearshore services sector.
