Data residency

No general statutory data-residency requirement; personal data moves freely within the EEA and transfers to third countries require a GDPR Chapter V basis (adequacy, SCCs or another safeguard). EEA-only or Ireland-only hosting, where it appears, is typically a contractual requirement in public-sector or regulated-financial-services agreements rather than a legal mandate.

What shapes cloud procurement here

Dublin has long-established AWS and Azure capacity, so EU-resident workloads are usually served in-country, but there is no Google Cloud region in Ireland — GCP workloads land in London or continental Europe, and Dublin grid constraints have slowed new data-centre build-out, which surfaces in capacity and expansion conversations. Regulated buyers apply EU instruments directly: GDPR is enforced by the DPC, and DORA has since January 2025 made ICT third-party registers, Article 30 contractual terms, exit strategies and concentration analysis routine asks from Central Bank of Ireland-supervised firms. NIS2 was still not transposed as of mid-2026 — the General Scheme of the National Cyber Security Bill 2024 remains in pre-legislative scrutiny and the Commission referred Ireland to the CJEU on 8 July 2026 for failure to transpose — so cyber obligations are commonly anticipated through contract terms; delivery is in English, and the dense multinational cluster in Dublin makes senior cloud and platform engineering hiring expensive and competitive.
