Law 18-07 conditions cross-border transfers of personal data on ANPDP authorisation and prohibits transfers that would prejudice public security or vital national interests. Separately, Law 18-05 on e-commerce requires e-commerce sites to be hosted in Algeria under a .dz (.com.dz) domain — a hard localisation rule for that use case. ANPDP members were appointed by presidential decree in 2022 and the authority announced the law's entry into force in August 2023, but published implementing guidance and enforcement practice remain limited.

Foreign-exchange controls and a prior-authorisation requirement for service imports make paying a foreign cloud or SaaS vendor materially harder than elsewhere in the region, so buyers commonly route spend through a locally registered integrator or bias toward on-premises and private-cloud designs. Law 18-05 forces e-commerce properties onto Algerian hosting under a .dz domain, and Law 18-07 gates cross-border personal-data transfers on ANPDP authorisation, while implementing guidance is still thin enough that buyers often set conservative internal rules rather than rely on regulator interpretation. Procurement and technical documentation run mainly in French with Arabic for official filings, and with no hyperscaler region in country the practical fallback is European regions.
